The Air Force Reserve's 433rd Airlift Control Flight (ALCF) based at Joint Base San Antonio-Lackland, Texas, is serving as the lead agency, while other participating Air Force Reserve units include the 452nd Air Mobility Wing at March Air Reserve Base, California, the 439th Airlift Wing from Westover Air Reserve Base, Massachusetts, and the 315th ALCF from Joint Base Charleston, South Carolina.
