U.S. Air Force Lt. Gen. John P. Healy, chief of the Air Force Reserve and commander of Air Force Reserve Command, and Lieutenant General Arthur M. Cordura, Commanding General, Philippine Air Force, signed Terms of Reference, which solidifies the cooperative relationship between the Philippine Air Force and the U.S. Air Force Reserve. This event further strengthens the countries’ commitment to bilateral cooperation as established through the U.S.-Philippines Mutual Defense Treaty and reflects shared values, priorities, and operational goals. The TOR was signed during the annual Global Air and Space Chiefs’ Conference July 15, 2026, in London. The conference brought senior military officials and industry leaders from across the world together, providing them with an opportunity to discuss global challenges, defense engagements and security cooperation.
