Niagara civilian firefighter named command's best for 2014 Published March 13, 2015 914th Airlift Wing Public Affairs NIAGARA FALLS AIR RESERVE BASE, N.Y. -- Joseph Foucha, Assistant Fire Chief, 914th Fire Emergency Services was selected as the Air Force Reserve Command's Department of Defense Civilian Fire Officer of the Year. Highlighting Foucha's award package are: his development of the "Saving Lives Program," teaching life-saving interventions to middle school children throughout the area, as well as, various rescue and recovery operations. "Joe Foucha embodies the 914th Fire Emergency Services motto of 'Courage to act, desire to derve and ability to Perform'," said Richard "Red" Kennerson, Fire Chief of the 914th FES. "Every chief wishes they had 100 Joe Fouchas. He's as sharp as they come." As an AFRC winner Foucha's package will continue on to compete at the Air Force level. USAF.
