Haddad from director of strategic plans, programs and requirements at Headquarters AFRC at Robins AFB to deputy to the chief of Air Force Reserve, Headquarters Air Force, Pentagon, Washington, D.C. Brig. Gen. William B. Waldrop Jr. from mobilization assistant to the director of plans and programs at Headquarters Air Combat Command, Joint Base Langley-Eustis, Va., to director of strategic plans, programs and requirements at Headquarters AFRC, Robins AFB. Col. Donald R. Buckley from commander of the 919th Operations Group, Duke Field, Fla., to commander of the 434th Air Refueling Wing, Grissom Air Reserve Base, Ind. Col. William T. Cahoon from commander of the 434th ARW, Grissom ARB, to retirement. Col. Russell Fingar from vice commander of the 315th Airlift Wing, Joint Base Charleston, S.C., to commander of the 315th AW, JB Charleston. Col. Raymond A.
