Colonels assume command of flying wings Published Aug. 6, 2008 ROBINS AIR FORCE BASE, Ga. -- Two Air Force Reserve colonels took command of flying wings in August. Col. Tim Cahoon, vice commander of the 459th Air Refueling Wing at Andrews AFB, Md., replaced Col. Stayce D. Harris as wing commander effective Aug. 1. Colonel Harris moved to Scott AFB, Ill., to become mobilization assistant to the director of strategic plans, requirements and programs at Headquarters Air Mobility Command. Col. Mark Clemons, 10th Air Force director of operations, Naval Air Station Joint Reserve Base Fort Worth, Texas, replaced Col. Steve Arthur as the 442nd Fighter Wing commander at Whiteman AFB, Mo., effective Aug. 2. Colonel Arthur moved to NAS JRB Fort Worth to become vice commander of 10th Air Force.
