Force structure changes to affect Texas reserve wing

The 433rd Airlift Wing will streamline operations due to the proposed manning force structure announced Mar. 6 The Alamo will downsize by 385 traditional reservists, 178 Air Reserve Technicians, but will gain one Air Guard Reserve position.

Pentagon officials announced the manning structure reductions as part of the Air Force's force structure changes to align with the president's Fiscal Year 13 budget plan presented to Congress on Feb. 13. The Air Force is refocusing and reducing the size of its forces to comply with the Department of Defense's new defense strategy and the Budget Control Act's requirements to cut $487 billion from the defense budget over the next 10 years.

The Air Force's share is about $54 billion and Air Force leaders plan to save $8.7 billion in Fiscal Year 13. The Air Force Reserve will reduce its population by 900 Airmen, while the Air National Guard will reduce by 5,100 and the active duty 3,900.

"We're going to do everything we can to take care of our people," said Lt. Gen. Charles E. Stenner Jr., chief of Air Force Reserve at the Pentagon. "As people face career and life changing plans, we want them to know that the Air Force Reserve offers them an opportunity to continue to serve."

Officials plan to announce details on further assistance programs as information becomes available.

In addition to the personnel changes, the wing will also begin to retire five of the C-5A Galaxy aircraft in preparation to conversion to the C-5M Galaxy model as part of the new defense strategy.

"I am extremely optimistic and confident about this wing's future, "said Col. Aaron Vangelisti, 433rd Airlift Wing interim commander. "We will continue to provide the highest quality combat ready forces while minimizing the impact this proposed personnel reduction may have on our Airmen, their families and our community- Military City, USA."

In order for the planned manning and structure changes to take effect, the FY13 budget must be approved by Congress and signed into law by the president.
