IMA'S GUIDE TO LINE OF DUTY (LOD) DETERMINATIONS

Process applies to all Individual Reservists -Cat B and E.

The talking paper "An Overview of The Line of Duty Determination Process" will facilitate a clear understanding of definitions and steps in the process.
 

IR ROLES AND RESPONSIBILITIES

*NOTE: If injury/illness is life threatening, seek emergency treatment immediately

A. If not life threatening, report incident to BIMAA, active duty supervisor/commander and URC within 24 hours

B.
Coordinate with the BIMAA to receive responsibilities checklist, briefings, required documentation, and reporting instructions

C.
Report to the servicing medical unit, medical treatment facility (MTF) or nearest civilian medical facility within 72 hours
    **Notify military medical provider, that you are an IMA reservist in duty status, and will require documentation of an administrative or AFRC 348-ILOD determination

  • 1. If seen by a civilian medical facility, contact nearest military medical facility as soon as possible to for military medical provider to initiate required documentation and AFRC IMT 348
  • 2. Provide all documentation from civilian treatment facility to military technicians
  • 3. Submit "Authorization For Disclosure of Medical or Dental Information" (DD Form 2870) to release information to the BIMAA and RMG/SG
  • 4. Coordinate with BIMAA and MTF LOD clerk to facilitate transfer of required documentation from medical treatment facility to BIMAA
D. Ensure the medical unit or (MTF) initiates an AFRC IMT 348, Line of Duty (LOD) determination, signed by the physician or physician documents an administrative determination on a medical progress note form (see talking paper: "when an ILOD is required")

E.
If physical limitations restrict duty performance or civilian employment, ensure medical unit initiates an AF 469 Duty Limiting Condition, IAW AFI 48-123

F.
Ensure an initiated copy of all documents are forwarded to personal medical records at the MTF where your medical records are kept

G.
Obtain finalized copy of AFRC 348, AF 469 and related medical documentation for your personal records before leaving MTF or within 4 days

H.
Contact BIMAA to coordinate medical, personnel and incapacitation pay briefings

J.
Ensure you have a clear understanding of the LOD process, suspense's and contact POCs

K.
Ensure all briefings for LOD, orders or incapacitation pay and documents are signed by member and briefer

L.
Ensure all personal contact information is current on Virtual Military Personnel Flight (vMPF)

M.
Complete personal information on all checklists and checksheets

N.
Separate documentation and place in Tabs (See Tab Sheet)

O.
Member or next of kin may request reinvestigation of a final determination

P.
Follow up after 30 days of finalized LOD with servicing medical unit and ARPC customer service to ensure LOD is filed in records

Q.
If in active duty status with condition that requires continued medical care and/or is disqualifying (Profile 4), contact your BIMAA to inquire about continued and/or medical continuation orders
  • 1. These orders are offered through your immediate commander for the length of time of the disability and/or finalization the case through the disability evaluation system (DES) or the condition is determined to be not in line of duty.
R. If you are not presently in a military orders status or choose not to be continued in military orders status, sign "letter of understanding", declining medical continuation orders
 WHAT IS A LINE OF DUTY DETERMINATION?
  
Any member who incurs an illness or is injured while on duty (or traveling to or from duty) may be eligible for Military Medical Care, Disability Compensation, and/or Medical Evaluation Board (MEB) Processing. A Line of Duty (LOD) determination is the process the Air Force Reserve uses to document the injury/illness and determine if it is service connected , existed prior to service, or due to member's misconduct. Your servicing medical treatment facility and BIMAA will provide briefings to those members that initiate an LOD.


MEMBER RESPONSIBILITIES
  • Otherwise, report to the servicing medical unit at that installation. Members should also notify their supervisor, commander, and BIMAA.
  • If physician determines that line of duty is appropriate, ensure he or she initiates an AF
  • IMT 348 Line of Duty (LOD) Determination.
  • If you have a become incapacitated or hospitalized in the line of duty (ILOD), you may be placed on medical continuation orders by your commander for the length of time of your incapacitation. Contact your your unit if you feel you are eligible.
  • Forwards initiated LOD (AF IMT 348) to member's unit commander for completion of items 15-20.
  • After unit commander signs LOD, forward the LOD, applicable medical documentation and a copy of your orders to RMG/SG either by email, fax or mail (contact info on reverse). 
SERVICING MEDICAL UNIT RESPONSIBILITIES
  • Assists reservist in receiving medical care.
  • Provides medical briefing, with copy to member (AFI 36-2910).
  • Completes AF IMT 348, items 1-14.
  • Provides member copy of AF IMT 348 and applicable medical documentation.
  • Instructs member to have unit commander sign the AF IMT 348
  • Assists reservist in receiving follow-up care if injury/illness is determined in line of duty
IMA (RMG/SG) RESPONSIBILITIES
  • Provides IMA electronic personnel briefing (AFI 36-2910) and incapacitation pay briefing (AFI 36-3004)
  • Upon receipt from RMG/SG, forwards the LOD and corresponding copies of briefings to the servicing judge advocate for legal review.
  • Forwards to appointing authority (RMG/CC) for line of duty determination decision based on items completed.
  • Upon final determination of approval or disapproval, notifies member, servicing medical unit, reserve pay office, and HQ ARPC (for filing in master record group).
UNIT COMMANDER RESPONSIBILITIES
  • Investigates circumstances of the case.
  • Ensures member reports immediately to the servicing medical unit for medical care; ensures LOD is initiated.
  • Complete AF IMT 348, items 16-20, and returns to member for processing to RMG/SG.
  • Determines if an interim LOD determination should be made (covers member if the LOD determination cannot be completed in a timely manner due to the circumstances of the case).
  • Assists member in gathering and completing all documents required to apply for incapacitation pay.
RESERVE PAY OFFICE RESPONSIBILITIES
  • Provides pay briefing, with copy to member (AFI 36-2910)
  • Processes incapacitation pay requests.
IMPORTANT THINGS TO KNOW
  • Your commander may request medical continuation orders (with your approval) during the period for which you are hospitalized or incapacitated during military duty.
  • If you choose not to be placed on orders and are placed on a physical profile stating you are disqualified for military duty, you may apply for incapacitation pay if you can prove a loss of civilian income (compensation equivalent to active duty pay) ref. AFRCI 36-3004.
