Section 511-EXTENSION TO ALL MILITARY DEPARTMENTS OF AUTHORITY TO DEFER MANDATORY SEPARATION OF MILITARY TECHNICIANS (DUAL STATUS): Gives the same authority to secretary of the Air Force previously granted to the secretary of the Army to delay mandatory separation of dual status military technicians for years of service or other policy consideration until age 60.
Section 513-CLARIFICATION OF AUTHORITY TO CONSIDER FOR A VACANCY PROMOTION NATIONAL GUARD OFFICERS ORDERED TO ACTIVE DUTY IN SUPPORT OF A CONTINGENCY OPERATION: Authorizes National Guard officers to be considered for promotion when they are ordered to or are serving on active duty supporting a contingency operation. Also clarifies that National Guard and Reserve officers who are ordered to or who are on active duty supporting a contingency operation may be promoted against vacancies other than those that exist in the unit with which they were ordered to active duty.
Section 516-AUTHORITY TO RETAIN RESERVE CHAPLAINS AND OFFICERS IN MEDICAL AND RELATED SPECIALTIES UNTIL AGE 68: Authorizes retention of reserve component chaplains and officers serving in health profession specialties until age 68. Also clarifies that chaplains and officers serving in health profession specialties in the National Guard may also be retained until age 68.
Section 531-INCREASE IN AUTHORIZED MAXIMUM RE-ENLISTMENT TERM: Increases the authorized maximum reenlistment term from six years to eight years.
Section 532-PATERNITY LEAVE FOR MEMBERS OF THE ARMED FORCES: Authorizes 10 days of leave for a married member on active duty whose wife gives birth to a child. Leave is in addition to other leave authorized.
Section 546-REQUIREMENT OF COMPLETION OF SERVICE UNDER HONORABLE CONDITIONS FOR PURPOSES OF ENTITLEMENT TO EDUCATIONAL ASSISTANCE FOR RESERVE COMPONENT MEMBERS SUPPORTING CONTINGENCY OPERATIONS: Requires members to complete their service obligations under honorable conditions in order to qualify for educational benefits. Applies to those who: (1) separate from a reserve component on or after Jan. 28, 2008; and (2) as of Jan. 28, 2008, has not used any entitlement to educational assistance.
Section 547-CONSISTENT EDUCATION LOAN REPAYMENT AUTHORITY FOR HEALTH PROFESSIONALS IN REGULAR COMPONENTS AND SELECTED RESERVE: Authorizes the same maximum limits for education loan repayment programs for health professionals in the reserve components as the maximum limits authorized for similar programs for active duty health professionals.
Section 582-EDUCATION AND TRAINING OPPORTUNITIES FOR MILITARY SPOUSES: The secretary of defense may establish education and training programs to expand employment and portable career opportunities to a spouse of a member serving on active duty.
Section 601-FY 2009 INCREASE IN MILITARY BASIC PAY: Effective Jan. 1, 2009, basic pay is increased by 3.9 percent.
Section 603-INCREASE IN MAXIMUM AUTHORIZED PAYMENT OR REIMBURSEMENT AMOUNT FOR TEMPORARY LODGING EXPENSES: Increases the maximum rate that may be paid for temporary lodging expenses in connection with a permanent change of station from $180 per day to $290 per day.
Section 604-AVAILABILITY OF SECOND FAMILY SEPARATION ALLOWANCE FOR MARRIED COUPLES WITH DEPENDENTS: Authorizes one member of a married couple, who reside together with dependents, a full family separation allowance and the other member one-half of such allowance when both are simultaneously assigned to duty under the following conditions: (1) Permanent duty stations where dependents are not authorized; (2) Deployed ships for more than 30 days; or (3) Temporary duty away from the member's permanent duty station for more than 30 days.
Section 616-INCREASE IN MAXIMUM BONUS AND STIPEND AMOUNTS AUTHORIZED UNDER NURSE OFFICER CANDIDATE ACCESSION PROGRAM AND HEALTH PROFESSIONS STIPEND PROGRAM: Increases bonus from $10,000 to $20,000 (2) Changes monthly stipend from $1,000 to "amount not to exceed the stipend rate in effect."
Section 619-USE OF NEW SKILL INCENTIVE PAY AND PROFICIENCY BONUS AUTHORITIES TO ENCOURAGE TRAINING IN CRITICAL FOREIGN LANGUAGES AND FOREIGN CULTURAL STUDIES: Authorizes a skill proficiency bonus not to exceed $3,000 annually to a member enrolled in an officer training program who is in training to acquire proficiency in a critical foreign language or expertise in foreign cultural studies.
Section 702-TEMPORARY PROHIBITION ON INCREASE IN COPAYMENTS UNDER RETAIL PHARMACY SYSTEM OF PHARMACY BENEFITS PROGRAM: Limits the cost-sharing requirements for drugs provided through the Tricare retail pharmacy program to amounts not more than $3 for generic drugs, $9 for formulary drugs, and $22 for non-formulary drugs until Sept. 30, 2009.
Section 734-TRANSITIONAL HEALTH CARE FOR CERTAIN MEMBERS OF THE ARMED FORCES WHO AGREE TO SERVE IN THE SELECTED RESERVE OF THE READY RESERVE: Provides transitional health care at no cost to the member when they separate honorably from active duty and agree to serve in the Selected Reserve of a reserve component.
Section 735-ENHANCEMENT OF MEDICAL AND DENTAL READINESS OF MEMBERS OF THE ARMED FORCES: Provides members of the Selected Reserve assigned to units scheduled for deployment within 75 days of mobilization (1) annual medical screenings, (2) a full physical examination, and (3) annual dental screenings and dental care required to ensure that a member meets the dental standards required for deployment. These services are provided at no cost to the member. Also authorizes the secretaries to provide the same services to other members of the Selected Reserve and to a member of the IRR with a deployment responsibility.
