SHAUNA L. W. THOMAS

Mrs. Shauna L. W. Thomas is the Air Force Reserve Command’s (AFRC) Director of Contracting (DOC), Head of Contracting Authority (HCA), Senior Contracting Official (SCO), and Principal Acquisition advisor to the MAJCOM CC, NAF CCs and DoD agencies. The Air Force Reserve Command (AFRC) is one of 10 Air Force major commands with more than 74,000 Reserve Airmen and more than 300 aircraft among three numbered Air Forces, 34 flying wings, 10 flying groups, a space wing, a cyber-wing and an intelligence, surveillance and reconnaissance wing. The command provides support to each of the other Air Force major commands and to combatant commanders across the globe.

As the Director of Contracting, Mrs. Thomas is charged with planning, organizing, and overseeing the contracting functions in the AFRC MAJCOM. In this role, Mrs. Thomas exercises supervisory personnel management responsibilities and represents the Contracting Directorate with a variety of DoD, Federal Government, and contractor organizations, and participates in special projects and initiatives and performs special assignments. In this capacity Mrs. Thomas also represents a dotted line to SAF/AQC Deputy Assistant Secretary who has overarching responsibility for Air Force Wide Contracting Policies and Procedures and performs surveillance of MAJCOM/FOA/DRU Contracting field activities worldwide.

Mrs. Thomas began her federal career in the Air Force by entering on active duty in 1986. Key assignments include Keesler AFB, MS, Offutt AFB, NE, Kadena AB, Japan, Charleston AFB, SC, and Langley AFB, VA. After honorably separating from the Air Force, Mrs. Thomas who is disabled veteran, worked for various fortune 500 companies in the contracting arena before joining civil service. Mrs. Thomas entered civil service as a Program Manager for Export Control in the Bureau of Industry and Security with the Department of Commerce in Washington D.C. Before joining the Air Force Reserve Command, Mrs. Thomas worked most recently from 2018 to 2022 as the Division Chief for Construction, Leasing, and HealthCare Services for the Department of Veterans Affairs in Tampa Florida; where she had oversight of HealthCare Resources, Leasing, and a $1.4B construction program that included 7 major hospitals and outpatient clinics for the entire state of Florida, Puerto Rico, and the Virgin Islands. Before this assignment, she worked for several agencies and companies and held various Senior Contracting Officer roles to include Deputy Director, Division Chief , Branch Chief, Training Officer, Senior Contracting Officer, and Contract Administrator for Space and Naval Warfare (SPAWAR) Systems Center Charleston S.C., SPAWAR Systems Center Little Creek Naval Amphibious Base, Norfolk, VA, Science Applications International Corporation (SAIC) Hampton, VA working on contracts with National Air and Space Administration (NASA), Department of the Navy Program Management Office for the Expeditionary Fighting Vehicle (EFV) in Woodbridge VA, Total Immersion Software Inc. in Hampton, VA, Defense Contract Management Agency (DCMA), Hampton, VA, and the Department of Veterans Affairs in Hampton, VA.
